Can a domain user be given permission to add other users to AD?

This may sound like a dumb question, but the need has arisen for a regular domain user to have the permission to add new users to a particular OU (doesn't have to be JUST that OU). Is there a way of granting this permission while still restricting all other administrator functions? This is all to do with sharepoint needing users to be part of active directory so if someone knows a workaround for that too, a star will be yours!

Yes,
Go to the OU you want to be able to let users modify > Right click > All Tasks (i think) > Delegate Control. You can then go through the options as normal, give the permissions you want, and select the groups, ous, individual users you want to have those permissions. You should make sure you do this just on the OU/container you want them to modify.
