using performance data on our w2k server we find between 300-500 users currently connected and between 30-50 get requests a second. Is this enough to slow down our single t1 line's upload speed to a snail's pace? In addition, this website uses mostly images so most of what is being uploaded from our server are medium-large images.

Look, it depends on the ammount of users uploading at the same time , and how big is the information they are Down/uploading.
Remeber a T1 line have a bandwith of 1.5 Mbps down/up aprox.
So you can start doing a worse case calculation by asking your self, or by monitoring the network, how many users (max) will be uploading /downloading images at the same time, how big are those images (multiply users and average size of images per request), + some other users just browsing the web. divide all this by 1.5 Mps and se if that time is ok to you as a user.
I hope this will help you A+, MCP, CCNA
