Callers hear forced 1st announcement when hunt group on night service

I have Avaya Definity G3 V12 PBX. Vectoring is not an active feature. PBX uses DID numbers. My goal is to play announcement to hunt-group callers that their call may be recorded for training purposes. I have reviewed the applicable FCC call-recording laws and I understand the legal requirements.

My problem is that callers continue to hear the forced first announcement when I activate night-service for the hunt-group.

I have hunt group 34 setup with the following parameters:
Group-Type: UCD-MIA
ACD: N
Queue: Y
Vector: N
Night-Service Destination: 8411
Queue limit:25
First Annoucement Ext. 5160
Delay: 0 secs

I use hunt-group 34 to play the call-recording warning announcement and then I use call-coverage to transfer the callers to another queue for their calls to be answered.

When I activate night service on Hunt-group 34, the callers continue to hear the forced first announcement before they hear the normal night-service voice mail message.

Is there a way to block the callers from hearing the forced first announcement when the hunt-group night service is activated?
