Caller ID question

I had this come up yesterday and had not seen it before.

Customer has CICS with CLID and 4.0 software. All lines ring on all phones. All caller ID shows up appropriately except:

When a caller is on the phone you cannot see the subsequent call's ID info. DND when busy is set to no and the calls do ring on the set. With no call in progress, ID info shows correctly. Feature 811 has no effect on the incoming call either.

I have not installed very many systems prior to 4.1 but is their any software revision reason why this is not happening. It works perfectly on 6.1
