Caller ID not showing on some incoming calls

Definity G3si with version 9.1

Most calls I get show up with the caller ID.

Some, obviously, do not pass Caller ID at all,
so I won't get any Caller ID info from them anyway.

However, the problem I'm referring to in the subject
is that sometimes I wait for the info to show up, even
up to 3 rings, and actually do get the Caller ID info,
but only AFTER I've picked up.

Is there an option to allow me to get caller ID from
all calls that pass it BEFORE I pick up the receiver?
