Call Xfer Prob

I have a customer who tried to call out to a number and then xfer that call to an outside number. The system would not let the call be xfered. It acts like a feature that is inhibited in the system. If this is so, how can I change it so she can originate an outside call and then xfer that call to another outside number?
 
Is trunk to trunk transfer restricted on system features? Do they have trk2trk override in their class of service? Do they get denial tones when they try to xfer? If so, if you display events and set it for 'denial' there might be a reason there. Is there a cor to cor block between the trunks? Is it everytime she tries this, or just on one number? Some things to think about.
 
Also look in the trunk groups.

You'll see on the first page of a trunk group that there's an option called "disconnect supervision". When incoming is set to "yes" and outgoing is set to "no", you can only transfer a call to a external number when you receive a call. (If allowed by the COS/COR)

When both are set to "yes" you can also dial an external number and transfer it to another external number. (If allowed by the COR/COR)

Note:

If the option "trunk to trunk transfer" on the system features form is set to "all", the system does not look at the COS/COR.
If set to "none" then it's not possible at all.
If set to "restricted" i't looks at the COS/COR.

Also, if you set both incoming/outgoing disconnect supervision to yes you might get an error warning. You can usually safely ignore it.
