Call Steal won't work 4.1

I am trying to get the call steal feature to work. I do not have any outside lines right now, so I am testing it with internal calls.
I have tried programming the Feature "Advanced, Call, Call steal" on a button, and also tried just dialing the feature code *46.
When I use the call steal button, it give me 2 feature keys "done" and "dir" but I can never retreive the call.
When I dial the short code *46, it says call rejected.

What am i missing? I have checked the box for "can intrude" and unchecked "cannot be intruded" in the telephony tab.

Any help would be great.

Call steal does not work on internal calls.

Yes it does, but I figured out why it wouldn't work for me. I had the phone in DND. The incoming call needs to physically ring the phone for the Call Steal to work.
