call fwding stop working - error tone

all the sudden users complaining that they unable to setup call forwarding on their stations.
I tested and got same thing - getting error tone at the end as if wrong COR is used. i checked it is correct.

does not seem any issue calling outside of office
no problem fwding to local extension are working

any idea?

did someone make a change on the cos or change the feature access code for forwarding? what does list history show?

classes of service have a "restrict call-forward off-net" that would have to be at no to permit people to forward to numbers that start with the ARS code to get out of the system
