Call-Forwarding Off Network

I have a situation where when I pump multiple calls into an extension that I have call-forwarded off net, I am getting intermittent "busies"...My switch is the source of the busy as I verify the destination line is free....
The extension is programmed as a "soft number" and x-ported.
Am I right to assume that this is because of some kind of transfer supervision? and upon answer at far end the line will free up....or am I off base here.
Anyone else encountered this problem?
 
you would be better of making it a vdn & make the off net number the route to number.
