Embedded software is s/w that runs on chips or devices,
say mobile/handheld devices instead on a Desktop / laptop computer.
It is basically software "embedded" into hardware, also called firmware.

For egs, your handheld Palmtop runs on embedded software.

So what does one use to program this embedded software ? Is Windows CE 3.0 a kind of embedded OS ?

You typically use a cross-compiler. This is a compiler that runs (usually on a Windows PC), and produces code that will only run on the target platform.
