Seriously, no such critter exists that I'm aware of. You'll find a majority of books covering the STDLIB functions but not all. For that matter there isn't a single compiler on the market that is 100% ANSI standard so I doubt documentation would be either.
I find myself using Herb Schildt's 'C++ Complete Reference' most often but that still isn't 'Complete'.
