I have never used a butt set to test a line. can anyone provide assistance in using. I need to see if a pair can dial out. Do i clip the red to white and black to blue or reverse?

Yes, Red to the white and black to Blue. If it is a digital port, you won't be able to dial out unless the butt set is digital. You will just hear tone.

thanks for the quick response....it's an analog line. so position is on talk and just dial out? nothing else needs to be inputted to make the call? all of our analog just dial directly out.

one more question - do i clip the wires itself ?

Yep you got it. Analog typically isn't polarity sensitive either, so you could have the Black and Red reversed and still get dial tone. Make sure your butt set is set to tone and not pulse as well. If you have the butt set in monitor mode, you can listen to conversations on the port you are on, without them hearing or knowing you are on the line.

do tak teh black and red clips and clip the blue/white wire directly or clip the block?

Either or. Doesn't really matter. It is easier to clip to the jumper wire, I think anyway (White Blue Pair).

Assuming that you have a bed of nails on your butt set clips. If not you will have to take the wire off the cable end pair and strip back a little bit clip onto it.

i usually clip to the pins on the 66 block, faster if you have 66's... either way and politary has not made a diff in 20 years or more... analog is just analog

When I ship analog over a T1 through the channel bank, it does matter as far as polarity goes. You get nothing if you have the polarity reversed.
