Busy signal for incoming calls

Who's responsibility is it to map calls when they come in on a trunk line? We have a Mini/CallPilot 150...and our MICS is 4.0.

This is the problem. When the phone guy punches in the line, the extension rings. But an incoming call rings busy. I think it is not being routed to the extension.

I've assigned a target line and set the received number and prime set to the extension...

Help....please.
 
Perhaps I'm not asking the proper question. How is the incoming call routed to the jack? I have a dial tone and I can call out. The extension rings internally.
 
Are you able to call out on that line? If so, call your cell phone, and make sure the line that was hooked up is the same number you were given.

What is the specific scenario? Is this a line that you've added to an existing hunt group? The phone line is the responsibility of the CO provider, as is hunting. (when line 1 is busy, it rings to line 2, etc...) However, when you order a line, it still has to be connected to and programmed on your phone system.
 
Thanks RikRodgers...I can call out...My phone guy just scheduled an on site visit with a Nortel tech, a Nuvox tech and himself to take the mystery out of why we are getting a busy in the AM. I should know what the problem is by noon. Have a good evening.
