Busy on analog extension.

I can't set that when somebody is talking (on analog set) another person when try to call to him is hearing busy signal.
Is this call waiting or something?

IF YOU ARE DIALLING AN ANALOGUE EXTENSION FROM A DT HANDSET
YOU WILL GET BUSY TONE,YOU MUST THEN PRESS VMAIL ON THE DISPLAY TO GO TO THE ALOG USERS MAILBOX.

if you ring an ext with call waiting enabled you will get ringtone rather than busy
to send busy back to the caller turn of call waiting

This is not a call waiting problem.
I have IP403 with 4xBRI
Internal calls are OK, external calls are wrong.
When I call (from external network for ex.: mobile phone) I don't have bust tone. On call status I dont see any waiting calls (when I turn on call waiting then I see waiting calls). I see on SysMonitor that this call is incoming. I think that is problem with NT configuration.
