Busy Indication Issue

I am currently dealing with a weird problem. When caller A calls caller B who is currently on the phone, Caller A doesnt get a "BUSY" or "HUNT" indication on its phone. This is a very usefull feature that we would like to get to work. Anyone have any ideas. Here is a copy of the USER A

Does caller B have an MCR or SCR for the DN?
If they have:
key 00 SCR 1234 1
key 01 SCR 4321 1
then make sure on caller B's phone you have LHK 01.
LHK = Last Hunt Key.
