Business Object Reports Having In-consistent Number of Records

I saved a report from BO and sent it to multiple users. But there are some users having the report opened with one less records than the original. I am wondering how this can happen and if anybody has come across this problem before and what the solution is.

it is possible to send a Report so it is not refreshable there is a "rubiks cube Icon" that allows you to make it non editable or non refreshable (I am home so I am not seeing the actual names, sorry) I love everyone til they prove otherwise, sadly some prove otherwise SO quickly
