Burning a .mpg file to CD mpl loader error 2

I burned a 350 mb mpeg2 .mpg file to CD and when I try to play it back it gives me a MPL loader error DLL cpuinf32.dll cannot be loaded. My system is set to NTFS. I tried it on FAT32 systems and it gives me other errors.

do you have an mpeg2 decoder installed on your comp?
