I need to burn to a cd a *.BIN file. What program is recommended to handle this kind of files?

Any burner will do that but I think you might be looking at expanding the file before you burn it like you would with an iso file. Give us a little more info on just what you are trying to do.

A BIN file is a compressed file? How can I open it?

You will need the corresponding .cue file. You can essentially create these yourself. You then point your CD burning utility, such as nero, to the cue file. It then extracts all the files itself.

Take a look at for a nice piece of software that will create the cue file for you.
