Has microsoft EVER fixed this annoying bug?

had if for years.

You try and make a new folder in C drive,
and it freaks out, never letting you rename it.

anyway to fix?

Check your NTFS permissions on the drive, or consider resetting them:

I cannot believe that drive C is a network drive.
