Keep getting this error at restart

Microsoft Visual C++ Runtime Error
Buffer overrun detected
Program: C:\WINDOWS\SYSTEM32\ctts.exe

A buffer overrun has been detected which has corrupted the programs internal state. The program cannot safely continue execution and must be terminated.

Can't figure out what this error is or what ctts.exe is? Any help!

Doing a "Google" search, "ctts.exe" seems to be part of a Chinese "text to speech" program! What language is your keyboard set to?
