Bubble Charts - getting data in the right place

I am trying to create a bubble chart which graphs:
Complexity as the x-axis
NPV Value as the y-axis
Total Resources as the size of the bubbles

Using the wizard - I cannot seem to get the data in the right order - it always creates a standard (1,2,3,etc) x-axis, then 2 bubble data points and one size.

I can go into the design view and change the graph to make it work by cutting the "Resouces" out of the bubble and adding it the the x-axis, but then when I go back to preview mode, the change doesn't take.... Any suggestions?
