Browsing though different ips?

I have two networks, linked by a fixed line. One network has the IP 125.0.0.x. The other one uses 125.0.1.x. Is it possible to see all computers in network neighborhood?
I have made several atempts using WINS, but it does not seem to work. Am I going about this the wrong way?
