browsing from internal network gives old web pages

Checked with ISP, who are able to view a sites updated web page - but when view from network always get the old web page - I believe the websites IP has changed recently.

Using NT 4 - with proxy 2.0 sp1 - caching is now turned off.

I think it may be something to do with the DNS entries - but not too sure - has anyone had this issue - or could maybe give advice where to look.
