Was hopeing some of you XP guru's could help. If I want all the user's browser to have the same start page should this be done in the registry or in group poilcies.

Not exactly sure what you mean by "all the users", but to set the home page, the way I do it is:
Bring up the page you want, on the menu bar choose 'Tools', from there click 'Internet Options' (it should be on the Tab 'General').
The upper of the boxes is your home page, click on 'Use Current'.
I was thinking of a batch file that runs at startup, there is a good bit of software called WinLock Pro, it will lock down a PC and prevent the user from changing the Home Page
While you can push registry entries, the best approach would be to use Group Policy. The advantage is that you can modify the Internet Options over time and have the results replicate quite easily. Group Policy objects exist to either prevent the modification of any menu tab under Internet Options (they will not even appear), or simply disallow changes, or both.
