Never looked into it. But there is a company Computer Instruments that sells campus notification software and at least one of their products can send text messages to Avaya IP phones. It can definitely be done. Unfortunately I can't tell you how.

Check out Avaya IP Phone PushSDK Software. That seems to be how its done.
