Getting the same error message myself, with the following information:
E3394 Unable to establish TCP reconnection because the agent does not have the requested packet. (SEQ=36152, AGENT=IP (Server ( IP)), Error=0x2746)
So far have not been able to pin down the root cause of this error.

sounds more like generic network error.
