BRI Off PRI For Video Conferencing

With Callmanager - For an office using dual PRI's, is it possible to break off some of the PRI channels and use them as a BRI for video conferencing service?

The vendor mentions this isn't possible without MCU servers.

Was wondering if this is possible using BRI cards in the voice gateways. I'm used to this setup with Nortel/Avaya.
