BRI cards don't see line

We have several Cisco 2650XM with new BRI version 2 wic cards, two of them will not recognize the circuit,(Deactived). We put Adtran ISU128's on and the circuit is fine. All routers have IOS 12.3.(10) image. any suggestions? we are going to try upgrading image.

You need to set the ISDN Switch type, no shut the BRI interfaces and that that should be it.
