It ended up being :
hours_of_speech 5 211
*Avaya called into and set it to 211 hours from 5
not enough space to add due to fact that the system announcemnets are more then 5 hours alone ....also they had to fix the no voice ports as well ...was reading as 0
....they said it was set to 18 but just not toggled on to reflect in the "Features Option"
*In all it took about no more then 5 minutes to resolve Thank you for all the posts as I have never seen the "error"
before and have installed a few Intuity Audix / LX without such issue .....you learn something new everyday
