bpdbm unable to read attribute definitions

Had some problems with one of our SunOS 5.6 systems, and now when they try to fire up NetBackup, we get an error in the log fie "bpdbm.bin unable to read attribute definitions: licensed use has been exceeded".
We're guessing there's some leftover locks hanging around from the crash and Netbackup thinks some stuff is still running. Or maybe the "attribute" file took a walk. The local guy is checking with Veritas Support but I figured I'd ask out here to see if anyone has any ideas of what's missing and/or clobbered.
 
What version of NetBackup. In 5.0 the storage units have to be checked as "on demand".
