Both way hotline to external number, incoming as DDI to SCR, can it be done?

Looking for a solution to get both way hotline working on keys on a digital phone. At present the keys are programmed as an SCR, the incoming calls are presented by BT over an ISDN30 link effectively as DDI routing, with the last 3 digits sent to match with the key presentation. Is there a way I can assign a different function to the keys that will allow the incoming call to be presented as normal and generate an outgoing call to a fixed external number when the key is pressed?

Is this method of working something that a PVR would achieve? Or could I use a dummy number with an external call forward?
Open to any suggestions.

In other words, you require and incoming DDI call to a digital set to be able to transfer that call on answer to a fixed number via the use of a ADL or as you have stated a hotline key?.

A hotline key can't be changed, except by system programming whereas the ADL key could be altered by the extension user.

I think it can be done as long as the user has CLS = CXFA and that the hotline number dialled isn't restricted on the users phone.

Maybe I haven't explained correctly, I need the equivelant of:

HOT D nn 'External number' 'Internal number'

The configuration will be hard coded, the method of operation as follows:

Incoming call - external party goes off hook, causing it to dial a pre programming ddi number, the button on the phone with the number assigned (last 3 digits) indicates an incoming call, when answered the digital phone is connected to the external party.

Outgoing call - User presses the button on the digital phone (same button as incoming presentation), which causes an external call to the made to the specified number.
