I am trying to create an Outset border with a certain hex color(900030) and place a list of text (when click onthe text, it should take me to the article that the text represents) inside the border. I am new to CSS and wanted to know the best way to handle this.

A quick google search for 'html css outset border' will give you CSS Border as one of many selections.
