Hi,
ON your layers palette, double click on the thumbnail for the oval layer and then click on the check box for Stroke on the left. You will now see the stroke properties show up on the right side. There you select the stroke width, whether you want it inside, outside or centered along the outter edge and the color. Once you have set your settings accordingly hit OK and that's it.
