Okay, it's a brand new MOBO MyVIG 400 Biostar with amd processor. Every time I try to boot it up it says "cpu has been overclocked and needs to be reset. reset and change settings". hit F1 to continue or del to enter setup. I hit F1 and it boots up. After the first time it boots up it just hangs after the splash screen. I can reset the bios and it will start up again but just one time.

Sounds like you need a bios update. Go to the manufacturers site and find the newest version of the bios. Follow its instructions to flash the bios. Give that a try and repost and let us know what happened.

If that dont work try to repair the boot reccord by using the system recovery on the XP disk
