Blocking numbers from being called - 2400ics

The system is NEAX 2400 ICS. A lot of calls are being made to different customers who haven't done business with us for a while, to update their contact information. Computer generated lists are handed out to staff to make these calls. Sometimes, the same person is being called over and over by different staff of ours, due to duplicates on the lists. This upsets the called people.
To eliminate these (while the database is being updated and new lists are generated), I need to block phone numbers from being called to avoid further upsets.
I've been using APCR to accomplish this, but the capacity is limited to 50 numbers to block. This is not enough due to the rate I'm getting more and more numbers to block. Is there a way to a) increase the APCR capacity, b) other ways of blocking numbers?
I think I could block more numbers through AFRS or even ATDP, but it is VERY complicated, especially when you are talking about upwards of 200 phone numbers to block.
