Blocking incoming email from a specific address

Is there no way to block incoming mail from a specific adress in exchange 5.5 without 3rd party software? Say I want to block all emailing coming from billybob@hotmail.com
How would one go about doing this? I've looked everywhere and can't seem to find what I would think would be a simple feature.

Go to IMS, connections, then choose message filters button. There you can add thisguy@mail.corp.com OR you can add whole organization (i.e. @yourcorp.com.) Weren't there any threads already in the Exchange forum about this?

I didn't see any but it might just be because I have been beating my head against the wall too much this morning
