Blocking an incoming number

Is there a way to block an incoming number from reaching an extension? I see the SDRR but those appear to be for outgoing calls. I have an end user who keeps receiving calls from the same number and no one is there. The problem has been going on for over a month and we're looking for options.
 
You cant block it in the PBX. Your carrier might be able to help you out. Other option is to change her #
 
Can you give the extension user a new number?.

Another trick I've done a few times is to make all spare DID numbers give out NU tone instead of calling the attendant by using the call to vacant number feature.
