Blocking access by LOgin name

How can i block users by there login name rather than ip of the pc.

I have a W2K ad NT4 domain with two trusting setup.

I have installed the standard version only and all the session come up as anonymous.

Do i need to install the Enterprise version and intergrate ISA with AD.

Any help appreciated.
