blocked ftp

Not sure if I am posting in the correct forum but here goes. I have a ftp server set up that has been working fine for a year now. I have 4 sites ftp ing files in everyday and it has worked flawlesly. I added a new site (same isp, router, software etc) and can not ftp into the server. I am able to ftp to other sites fine from this site but just not to my ftp server. if i disable my router at the remote site i can connect fine. as far as i know my router does not filter any outbound ports, router is a D-Link DI-604 (I even tried a D-link ebr-2310 with same results) I have tried enabling dmz with no success.

does anyone have any suggestions ?

The error is: Unknown connect error

I am trying just through basic dos ftp commands to connect,
I can not ping the ip either. If I remove the router I am able to connect and ping. Idealy once I solve this issue I use a VB program using an inet control. I have the exact same set-up at 4 other locations (same box, software, router and isp) and have no problems.
 
found the problem if it is of interest to anyone....

seems my ip's were very close with same first 3 octets..... and last numers of 180 and 124... with the same gateway (255.255.255.0) the router assumed the computer i was trying to ftp to was in the same local network.....

ended up changing the gateway and solved the problem....

kind of upsets me that the isp (cox cabel) enginers couldn't figure it out though......
