Does anyone know how to configure a 6509 to block traffic from one vlan to another based on the vlan name, not ip addresses?

If you have a PFC on your supervisor you can configure VACLs (VLAN Access Control Lists).
If you look on the documentation CD or on Cisco web site under configuration guide for the PFC, you will find info on how to set them up. It's a little convoluted, but the closest thing I know of that answers your query.
