We have a G3SI. Our software is version R11. What is the best way to block the users from dialing *69 (return call) and incurring charges on our phone bill. Thanks.

Well, are they dialing *69 or 9*69??

check your dialplan to see what * is, if its a FAC, then there is no way they can use that *69 for external use (at least not that I'm aware of)

if they're doing 9*xx

do a "change ars anala *69" and deny it

The only way they can use *69 is if they have direct access to trunks. If you are using ARS it is easy to block what ever is required. Direct access to trunks can lead real easly to toll fraud.
