Block sending out

I want to have some user restricted to only send emails locally within my domain and not out.

I am wondering How this could be done.

This is the answer,

You have to create a SMTP connector, then set the restrictions to allow or not user to send emails.

Then you have to fix this registry value as
stated by microsoft on this article
