Block opening of files

Here is what I am trying to accomplish on a 2000 Server, not sure if it can be done.

I have a directory structure that I want users to be able to do the following

Read Directory
Copy File/Move Files
Delete Files/Directory

Howerver I am trying to block the user from opening a file. If I block the "Traverse Folder/Execute File" rights it will accomplish this task for executables, but it will not prevent data files from being opened.

Any suggestions.

The fact that the users have read rights to the files means they will be able to open them up.

Your best bet is to use a web interface that allows docs to be posted, displays a list of files without hyperlinks and provides some method for them to move files.

I can help you with the first two, upload files and display a list of files if you want to explore this route.

Let me go in to a little more detail. I also found another flaw in our plan.

We have a large shared area that has overgrown with data. We are creating a new shared area and want users to claim data that is still needed and allow them to move the data to the new shared area. After they move the needed data we are going to archive the old data offline on tape.

I am pretty much giving up hope on the option to block opening the file. However I overlooked another issue. When a user cuts and pastes the data from directory to another the rights follow the data and the users can not modify the data in the new area.

Basically I would like the users to be able to move the files through Explorer/My Computer, but have the files/dirs assume the rights of the new directory structure and not keep the current rights. I am trying to do somthing on the back end to avoid having the users go through complex processes to get the rights working.

Any ideas ??
