Block certain outbound numbers

I am racking my brain, thought it would be a piece of cake but obviously I'm "special".
I'm trying to block phones from calling certain number ( 900's ) for example. even exact numbers like 555-1234, call barred or something like that. I must be just entering the short code wrong?
Any help would be greatly appreciated.

Is there a system wide short code that will work? The user short code worked just fine, thank you. Just not thrilled about remotely walking a customer through doing this on every user.
 
a system shortcode works the same although i would put it in to the ARS.

Always put call baring in system short-codes
if some users need access then these exceptions can be added in user short-codes

if the baring in in sys short-codes the user short-code can still route through ars if carrier codes etc are needed.

Indeed, I always put barring in system and exceptions in users, for some reason some engineers make lots of work for themselves and do it the other way around :)

Mostly only a couple of user needs barring so only seting it up for those couple of users is much quicker and way more clear then doing it the other way round by barring by default.

We find quite the opposite, all but the Manager/Director is barred 118N,09N and 00N (which means also 141118N,14109N and 14100N) as a minimum and so exceptions is easier :)

We rarely block numbers.
I think it has to be related to trusting your employes :)

A ide for this, I usually send this blocked numbers to a AA with a voice message.. ( This numbers ared blocker. If you have any question contact with the system administrator )
