Block Call out 1

Hello, I got a request for something I have never done.
Is there a way to disable a phone to call out, and just be able to call internal extensions?

Enable outgoing call barr.

User > Telephony > Supervisor Settings check the box for "Outgoing Call Bar"

However it is poor form to block a phone from making emergency calls.
Assuming that you are dialing 9 for outbound calls, and 911 is your emergency number, DON'T check the box, on the User > Short Codes add 9N / N / Dial / 51:911 Only (a new ARS table that you will create), and then create 51:911 only with
