Block ability to Conference in Paging System

We have CCM 4.1(3) the issue is that if someone is retrieving their voicemail it is possible to conference in the paging system by using the softbuttons. I'm looking for a way to allow all phones to dial the paging DN but not allow someone on a call to conferece bridge the paging system. There have been situations where someones voicemail is playing over the entire building!!!
