Blinking pixels on monitor

I have a double row of light green pixels across the center of my desktop. If I open another program, this row of colour appears in that window. If I move that window, this line is reproduced across the entire area of movement, as if it had been smeared across the screen. These pixels are blinking like a running DOS program, but there is nothing running in the background and I my antivirus finds nothing. Is the monitor on its last legs? Running Win98SE on a PIII, 500, 17" Hansol monitor.
 
Most monitors nowadays have a menu button. When you bring that up, does the line appear? How about if you disconnect the monitor from the video card?
 
The problem does not occur in either case. Should I be shopping for a new video card then?
 
That would be my guess. Though, I think I'd try reseating the card first. Possibly trying a different setting to see if the symptom changes at all.
 
I guess it's a new card as the symptoms do not disappear after ensuring card sitting right. The lines simply change resolution along with screen settings. Thanks for your help.
