BLF Call Pickup

I have a new 9.1.6 IP Office installation where most departments have the User BLF key allowing Call Pickup when it's pressed. However, there is a handful of departments that when the User BLF key is pressed for the ringing user, it doesn't give the options on the display for Call Pickup. I have verified the buttons are indeed programmed as User BLF and not Abbreviated Dials. I have also verified these are not hunt group calls. Thoughts?
 
I think there is an option under System>Telephony that says "DSS Status" or something, maybe thats it.
 
Read the help. Display of the pickup option depends on the type of phone and whether it is already on a call.

System -> Telephony -> DSS Status shows the Caller Info for picking up a call or picking up from a Call Park slot. That's not the issue. It's working on other 9608G phones.....they're all 9608G phones. I will double check to see if there is a call in progress when it is not working, but I think it was tested when the phone was idle as well as in use.
 
Is the phone in question set for EnBloc dialing? I have see different behaviour when using that feature
 
If I read the Manager help correctly (and from the little test I just did), if the 9500 user is already on a call, then you don't get a pickup option for the addition call.

I can partially understand the logic - their being on a call indicates that they are there and know about the waiting call. At the same time, if you're sitting close enough for them to see each other, they can't ask you to pickup that extra call for them using the existing key which is an annoyance.
