Black blocks on screen when exporting to tape

HELP!!!

I keep getting black squares all over the screen in the final video when trying to export it to my video camera. The same thing happens with any other software. I have been trying to find a solution for days now, with absolutely no result. Anyone out there experienced this?

My setup: P3 450 / 256ram / 80 gig Quantum Fireball / Adaptec FireConnect 4300 firewire card / Win XP sp1 / Premiere 6.5 / Panasonic NV-DS28A

PLEASE HELP!!! :(
