BIND 9 dynamic slave server

I am trying to setup 2 name servers so whenever I delete or add a zone it will send it to a secondary name server. I have been able to get it so it sends notifies, but then the slave server says it's not authoritive, if I add the zone to the secondary name server as s slave zone, the notifies work fine. How can I make it get new zones?
 
A slave server must be configured as a slave for new zones otherwise how else would it know about them?

You would have to write a script or a management front end that would write the named.conf config to both the master and the slave.
